Washington Tax Registration requirements

Washington businesses that sell taxable products or services generally use the Business License Application to obtain a UBI and state tax registration. A reseller permit is a separate document for qualifying tax-free purchases for resale.

Washington business license and tax registration path

Quick answer

The official state term is Tax Registration. The registration and the resale document are separate parts of the workflow. Confirm product taxability, locations, channels, and filing duties with Washington State Department of Revenue before selling or making tax-exempt purchases for resale.

Registration and resale documents

State registration

File the Business License Application for a UBI and state tax registration when the business sells a taxable product or service, owes Department of Revenue taxes, or meets another registration trigger. Washington says the application takes about 10 business days, with another two to three weeks possible for endorsements.

Resale document

Washington's reseller permit is separate from the tax registration. Retailers, wholesalers, and some manufacturers use it only for qualifying purchases for resale or incorporation into products for sale, and the business must first have the appropriate licenses and endorsements.

Sales channels, cost, and renewal

Channels

Map retail, wholesale, marketplace, online, event, contractor, manufacturing, and out-of-state activity before deciding which registrations and tax classifications apply.

Cost

The state tax-registration endorsement is $0, but the Business License Application has a variable processing fee and other endorsements may add fees. Washington does not charge for a reseller-permit application.

Renewal and changes

Tax registration cannot transfer to a new business, and business-license endorsements may have their own renewal rules. Reseller permits are generally valid for four years, while newer businesses, contractors, and some other accounts may receive two-year permits.

Documents to gather

  • Washington business license and endorsements
  • Department of Revenue tax account details
  • Business activity and NAICS information
  • Wholesale and retail sales estimates
  • Inventory or component purchase details
  • Contractor license and cost information if applicable
  • Customer reseller permit verification records

Records to keep

Wholesale sellers should keep valid reseller-permit documentation for five years and verify customer permits regularly, following Department of Revenue guidance.

Important risk

Misusing a reseller permit can create tax plus a 50% penalty. Failing to keep valid wholesale-sale documentation can also create permit and audit exposure.
