The state registration comes first
States use different names: seller's permit, sales and use tax permit, certificate of registration, reseller permit, or Certificate of Authority. The registration can create filing, collection, display, location, and recordkeeping duties.
The exact requirement depends on the state, the product or service, the seller's locations, sales channels, marketplace activity, and remote-sales rules. A national label cannot replace the state agency's answer.
The resale document follows the purchase
A resale certificate is generally given by a purchaser to a supplier for property or services that qualify for resale treatment. It does not automatically register the purchaser to collect sales tax.
Some states publish a form, some allow a document containing required statements, Florida issues an annual certificate to active registered dealers, and Washington issues a state reseller permit. Use the controlling state source rather than a generic template.
What the documents do not cover
A resale document does not usually cover office supplies, equipment, personal purchases, giveaways, or property consumed before resale. If inventory is diverted to business or personal use, use tax and penalties may apply.
